The Directorate’s public service mission
The Norwegian Railway Directorate is tasked with achieving the overarching objective of an efficient, safe and environmentally friendly railway sector. The Directorate is responsible for the strategic, holistic and overarching coordination and planning of the railway sector.
The Norwegian Railway Directorate is an administrative body under the Ministry of Transport.
Overall goals for the transport sector
The Norwegian Railway Directorate shall contribute to achieving the five transport policy goals set out in the National Transport Plan:
- Easier daily travel and increased competitiveness for businesses
- Contribute to the fulfilment of Norway’s climate and environmental goals
- Vision Zero – no one killed or seriously injured
- Effective use of new technology
- More value for money
Goals for the Norwegian Railway Directorate
To achieve these transport policy goals, the Ministry has set seven goals by which the Norwegian Railway Directorate is guided:
- Comprehensive and coordinated development and operation of an attractive rail service.
- A good customer experience through high operational reliability and effective incident management.
- The Ministry receives high-quality and relevant analyses and decision-making input.
- Passengers can travel seamlessly by train and other public transport.
- The railway sector is innovative, shares data and utilises new technology.
- Contribute to the fulfilment of Norway’s climate and environmental targets.
- Zero vision for fatalities and serious injuries.
Director General of Railways
Anne Iren Fagerbakke is Director General of Railways at the Norwegian Railway Directorate. Fagerbakke holds a Master’s degree in Civil Engineering from NTNU and has worked in the fields of transport and public transport for much of her career. She took up her post in February 2026.
